Membership Meeting Minutes January 13,2003

***Note: I could not hear the discussion that well, due to the tape having two meetings going on at the same time. I tried to listen as best as I could and relied mostly on my notes. Brand new tapes will be used for the February 2003 meeting. Thank you for your understanding. Tara

Madam President Kathy Paavola called the meeting to order. Roll call was taken. Jeff Hinz, Dick Lang, Diana Saenger, and Gail Murphy were absent. Dick Lang and Diana Saenger showed up after roll call was taken.

PARKS DISCUSSION-

Kathy introduced the Parks Committee from the city of East Bethel. (Did not catch their names). Bill Blair??, spokesman for the Parks Committee, said that this is meeting to get input on NE corner of Lincoln & Birch Road, a 100ft x 100ft piece of property that the city owns and is willing to loan it to the Parks committee. The Parks Committee's idea is to make it more of a sitting area where there would be no skateboarding or swings, but maybe benches and a small gazebo. Whether the city would transfer the property to the parks permanently, he is not sure if that will happen, but they are willing to loan it to the parks.

Lynette Stream voiced concerns over the Eagle's nest and does in fact like the idea of a park.

Someone asked who would maintain the park and Bill said the city would. He said they are going to

get a landscape plan and that there would be low maintenance plants. (Discussion ensued). Marge

asked if there would be lighting and he said no. (Discussion ensued). Bill is going to ask Noble

Landscaping for a bid and he assumes that the city would do the planting.

Marlene Collen said she is a member of the Garden Club and worked with the city of Ham Lake. Some of their members planned the landscaping around their sign and they maintain the plantings at the senior center, city hall, and Don Hanson Park. She said there are a couple ladies that could put together a plan.

Brad Johnson said that the more we can involve our community the more successful it will be. He said the parks in the city that didn't have full support, were the ones with more vandalism and problems in general. Kathy said that the troop from our area to help clean up and maintain the parks to get the kids involved. (Discussion)

The lighting was brought up and Bill said there would be no lights. (Discussion ensued) Someone asked about a BBQ pit. Tara was concerned about the eagles and the commotion it could potentially draw. Someone asked about a fence and Bill said a fence would probably not be put up. (Discussion) Concerns about the kids tramping through the flowers were brought up. Kathy hopes it will not be a problem.

Bert asked about deadline for proposals. Bill said as soon a possible. The cleaning of the property will hopefully be done by the first of April. Brad has the equipment to clean it out.

 

Tara brought up our discussion of last month about the memorial garden. She asked that since the property was on loan did that scratch that idea. Bill said he would hate to see anything permanent in there and then have to see it removed.

Dawn Frandrup asked about their street sign (G Court). (It was missing or needed to be replaced??) Brad said he would take care of it. Bonnie said her stop sign was missing (Lakeshore and Dogwood). George wanted no parking signs on lakeshore as soon as you take a left onto lakeshore. (Discussion) George said street signs are twisted and out of whack. Brad said that there is a proposed plan to replace black top and street signs possibly in 2006. The possible signs are going to be a retro, Old World, embossed signs. Bert asked if the lakeshore would be tarred. Brad said it was supposed to be this year but now it was pushed to 2004. Brad said he is concerned about the no parking signs because of the dangers and he would check into it.

George wanted to know if a well could be put in at the ballpark for watering and a possible ice-skating rink in the winter. (Discussion) Bill said the city's concern for the ballpark at this time is the parking issues. (Discussion)   Someone said that the Volunteers of America own the surrounding swamp and were willing to sell it to the community. George asked how much the well cost at the fire station and Bill said about $40,000 -$50,000. George said to scratch that idea. Brad asked about the property behind the ballpark. He said that we could use that pond to irrigate the field with a submersible pump. Brad will look into it.

Kathy asked about putting birdhouses up on the park property. It would attract a lot of different birds. Bert said only problem would be we would have more squirrels then birds.

Kathy thanked the Parks Committee for coming and including our community in this adventure. ANNOUNCEMENTS-SECRETARY'S REPORT-

The minutes were read. Diana Saenger made a motion to accept the minutes as read. Marge Barrett seconded the motion. Motion Passed.

TREASURER'S REPORT - Marlene Collen

Copies of the report were available. As of 12/31/02: checking = $464.95, mission savings = $28,598.69, mission checking = $1614.38, bank loan balance = 24,015.67. The note is by mission savings, where it says total interest, is the amount we earned on savings for the year. The total paid is the total interest paid on the loan for the year. So, the $976.45 is actually the money we paid out when we consider the interest earned on the savings. Marlene said she was impressed at what we earned. With the rentals we received in December we have enough to make a loan payment, pay our audit commitments, and have a little left over. She said we need to come up with more money-making ideas and cannot rely on Kathy to come up with ideas, we also need to help. Veraa Findorff made a motion to accept the Treasurer's report subject to audit. Marge Barrett seconded the motion. Motion passed.

GAMBLING REPORT - Marge Barrett

For the month of November, gross receipts = $41,146.00, net receipts = $7,781.00, cash long/short = $1.00 short, net profit = 1418.28.

Dawn Frandrup made a motion to accept the allowable and lawful expenses subject to audit for January & February. Diana Saenger seconded. Motion Passed.

Full copies are available for viewing. For the 45/55 we are minus $1197.57. Marge talked to Alice Jacobs and she said we have until March to become compliant. That is why this month is crucial and we could make as much as $2,000 from the fishing contest. We have to make sure we are compliant on the 12th and 21st month.

The check register balance for December is $21,634.49. The physical inventory and paycheck payroll is on the table.

The fishing contest $5.00 raffle tickets are done and the prizes are a 20"TV/DVD player, laser/gas ice auger, portable fish house, $200 gift certificate to New Market, overnight stay at Grand Casino Hinkley. We have until the 25th of January to sell another 200 tickets. If anyone could help sell it would be appreciated. If we sell 500 tickets and paid out $1,100 in prizes, we will have made money. We have nothing really to do with the fishing contest. Mike is dealing with the ice safety issue and where the contest will be held. We only are doing the raffles. Marge did buy more raffle prizes that will be sold after the contest by roll tickets. Prizes include walkie-talkies, electric filet knife, fishing chair, and binoculars.   Kathy said pancake breakfast would be held from 9 to 1p.m. and registration will be taken place at breakfast. Meat Raffle will be held later than usual. Discussion ensued. Marge said Dick Lang would be checking on the ice. Diana Saenger made a motion to accept the gambler's report as read. Marlene Collen seconded. Motion passed.

SENIOR REPORT - none

YOUTH COMMITTEE

Tara and Diana reported on the children's Christmas party. We had more kids this year and they all had a great time, especially decorating the cookies and making gingerbread houses. Mrs. Santa showed up and they all got their pictures taken with her. Tara said pictures could be picked up at this meeting and luckily no one showed up because she didn't have them. Diana said we should start setting them out at the next party and putting them up on a bulletin board. See what the money situation is for purchasing a board. We are going to start on Easter Party. Dick Lang said that we should coordinate with Don Hanson's VFW, to not have them on the same day, and the real Santa Claus could come to our party. Tara will put it in her notes to call Dick Lang for Christmas.

There was some talk about having a Valentine's dance for teens. There was talk about having a cover charge to raise money. That is up for discussion. We could make our own decorations to save money. We would probably spend about half of what we spent for Christmas. (Discussion). Dawn Frandrup made a motion to spend up to $500.00 for a Valentine's Dance. Marge Barrett seconded. Motion Passed.

DOCK COMMITTEE-

George said we are going to separate the dock and membership lists. The memberships will be due by May 1st and then will be turned over to the dock committee. So, they know who will be eligible for a dock. For a non-participating member it will be $50, $25 for a couple, $15 for single. There will be separate membership cards for each person. Then there will be a master list that can be turned over to the dock committee. The President will sign membership cards because that is what is in the by-laws. Kathy will have a volunteer list to make sure everyone is up to speed. Volunteering is not limited to the kitchen.

Diana asked if the rental prices could be included in the newsletter. This would be good advertisement and then the community knows what the prices are.

Bert asked about senior discounts in the membership. Senior citizens will not have to volunteer to receive the participating member rate.

OLD/NEW BUSINESS

There were 2 or 3 rentals for December. There is a problem with one person asking for a day to rent the clubhouse and she has canceled for the third time. Kathy said she is going to ask for money in advance to reserve it. She has seven for the rest of the year so far.

The sign at the "T" for CL Tap and Grill, the General Store, and the Community Center will be $775.75 split 3 ways possibly 2 ways. There is an extra $50.00 for reflective lettering. Diana said we probably didn't need it. Mike Hill asked for help with setting posts for signs. George asked if we could include Pull-Tabs at the CLT & G sponsored by the Community Center. Since we are advertising it could come out of the Gambling. Discussion ensued about the different accounts. Discussion ensued about paying "a third" vs. "half. Bert said we have 2/3 of the sign. Discussion ensued about the General Store possibly not paying for their portion. Dawn Frandrup made a motion to go ahead with the sign. Diana Saenger seconded. Motion Passed.

Kathy has not been reimbursed for the surveillance cameras from the insurance company. Marlene said we got $540.40 in November. Kathy said it is taken care of then.

Kathy said that Lori called her today to let her know the Scouts are graduating. They are going to stay 2 nights at Americinn and it would be $140 total. The adults will pay for there own rooms. Kathy asked that they help clean up this summer again. Tara Nelson they we approve $140.00 for their overnight stay. Marge Barrett Seconded. Motion Passed.

Diana asked if the Community Center would be willing to donate to the Girl Scout troop. Kathy said yes and to bring it up at the meeting.

George Paavola made a motion that membership dues must be paid up by May 1st and that you have to be a member by June 1st before they can vote in August election. Dawn Frandrup seconded. Motion Passed.

Diana Saenger made the motion to adjourn. Bert Hokenan seconded. Motion passed. Submitted by:
